Долішнього НАН України»., 2023-03-10) Poliakova Yuliia; Shayda Oksana; Stepanov AndriiThe article is devoted to the analysis of factors influencing innovative development and inventive activity in EU member states. It clarifies the changes in Ukraine’s positions in international rankings including the Global Innovation Index, and the Global Startup Ecosystem Index. The authors havehighlighted the main problems of creating and using inventions in Ukraine and outlined the modern model of commercialization of scientific and technical developments that was formed in the world market. A set of measures applied to increase the level of innovativeness in the European practice is given. To identify the main factors influencing the inventive activity of the EU member states and to assess the nature of such influence, the apparatus of correlation-regression analysis was used. Based on the data of the Statistical Bureau of the European Union for 2009-2021, three regression models of the influence of independent variables on the indicator of the number of patent applications to the European Patent Office (per one million inhabitants) were built. It is substantiated that the priority for Ukraine in the conditions of post-war recovery is taking into account the best standards of European countries, implementing several measures to support scientific and inventive activities, and using intellectual property objects in a practical way.Item type:Item, CULTURAL DIPLOMACY AS A TOOL OF INTERNATIONAL COMMUNICATION(Львівський торговельно-економічний університет, 2023-02-02) Poliakova Yuliia; Shayda Oksana; Stepanov AbdriiCultural diplomacy is a modern type of diplomacy, which becomes an important direction of state policy and contributes to the social, cultural and economic development of the country, and to the dissemination of information about it through the use of an attractive system of values and cultural heritage of the nation. The article considers the aspects related to the formation of cultural diplomacy. Cultural diplomacy as a tool of “soft power” is becoming a relevant direction of state policy due to the need of effectively resolving issues of national security, forming a positive international image, stimulating cultural and economic development, and establishing global communications. The article examines the French, British and German models of cultural diplomacy, as well as the specific features of the development of Chinese cultural diplomacy. An example of a successful cultural diplomacy conducted by Italy is described: the country uses the promotion of cultural values to strengthen its own competitiveness on international markets, contributing the development of scientific, technological and economic cooperation. Special attention has been paid to the promotion of the national brand Ukraine Now, which was officially approved by the Government of Ukraine and acts as a tool of public diplomacy for presenting the state in the international environment. The authors have emphasized that the need for Ukraine to position itself in the world through the use of a number of means related to the cultural sphere has become particularly acute due to the need to counteract the aggressive policy of the Russian Federation. The article considers the content of the Public Diplomacy Strategy of the Ministry of Foreign Affairs of Ukraine for 2021-2025, which defines cultural diplomacy as one of the directions of public diplomacy and of the “soft power” policy, the purpose of which is to improve the recognition of Ukraine and its cultural diversity, to form a positive attitude of citizens of other countries to Ukraine. The strategic goals and objectives of cultural diplomacy of Ukraine are defined. Висвітлено роль держави у процесі формування та реалізації інноваційної політики країн, зокрема у сфері фінансового забезпечення. Розглянуто європейський досвід фінансування дослідницьких проектів та їх роль для зміцнення конкурентоспроможності європейського бізнесу і розв’язання найбільш важливих суспільних проблем та глобальних викликів. Проведено аналіз витрат країн-членів ЄС на дослідження та розробки у розрізі країн та окремих секторів економіки. Проведено економетричне дослідження залежності кількості патентних заявок країн-членів ОЕСР від асигнувань з державного бюджету на дослідження і розробки та встановлено позитивний вплив зростання асигнувань з державного бюджету на дослідження та розробки на кількість патентних заявок обраних країн. To achieve the goals set, a number of methods were used that formed the research methodology. The main practical method that was used is the method of functional modeling and graphical demonstration of the process. The method is a modeling technique with specific goals and sub-processes to achieve it (IDEF). The results of the study demonstrated the formation of decompositions of models, each of which offers certain areas for improving planning in the management system of innovative and production activities of enterprises for the sustainable economic development of the region. The model was presented in the practice of several enterprises in a particular region. The model has all the principles of effective application for the implementation of the planning function in the management system of innovative and production activities of enterprises for the sustainable economic development of the region. The authors reveal the role of intellectual property in the development and competitiveness of companies, industries, and countries. The key trends that determine the formation of intellectual property markets are highlighted. The directions of improvement of the existing regulatory framework in the field of intellectual property implemented in Ukraine are outlined. To describe the dependence of the GDP of the largest leading countries on the indicators of their exports, the number of patent applications and the number of grants received, an econometric model has been made. The general trends in the dynamics of applications for intellectual property rights in Ukraine at the present stage are singled out. A number of suggestions for further reform of the intellectual property sphere in the context of post-war recovery are made.
